Figuring the installer may be corrupt I downloaded Windows installer 3.1 rebooted copied the iso to harddisk and ran setup as Administrator voila !!! Are they requisite? If your setup.exe file was created by Microsoft Visual Studio 2008, this is a known issue. Painful, but try uninstalling other apps based upon the VS shell (eg 2005) first. problem also, so I followed speedy32's machine.config instruction from StackOverflow: In my case there was no C:\Windows\Microsoft.NET\Framework\v2.0.50727\CONFIG\machine.config file. What a fancy UI VS 2008 express has but it never get install. It didn't work.
