There are some cases where Visual Studio can find the checkin policy implementation, but git-tfs still can't (especially VS2012 because a bug in the install of the TFS component).

Therefore we have a workaround for VB6 and VS 2003, but not for VS 2005. And so if that's the case, then yes, I agree with you--you should try to load the assemblies that come with VS.
